KLBC: -logh with -qa'

If I want to say that something happened for the third time,
is it {cha'logh <verb>qa'} or {wejlogh <verb>qa'}?
I initially wanted to say {wejlogh Devqa' Jean Chretian} for
"Jean Chretian rules [i.e. is Prime Minister of] Canada for the
third time", but somehow the {-qa'} makes me think that the
action was *repeated* three times, i.e. as if it were now the
fourth time. Is {-qa'} "cumulative with" {-logh}, so to speak?
