We do not know that Klingon even HAS an alphabet. We know that
they have a writing system and we've seen things written using
it.
The alphabet you are referring to is the romanized alphabet that
Okrand uses. Think of it as a linguistic tool to phonetically
spell out verbalized language. Okrand came up with this way to
write tlhIngan Hol, but it has nothing to do with what Klingons
use when they write their messages. Okrand also made up the
sorting order. These are all tools to help the student know how
to speak Klingon. They also give us a way to write the language
using a "normal" keyboard.
Don't get confused about why Klingons would sort their alphabet
like ours. These symbols may not even be letters as we think of
them. They could be parts of a syllabary or some other notation
system. We can't find out. Maltz won't explain it.
