The "confess" or "acknowledge" meaning is the one Okrand used.

The word {chaw'} "permit" seems very useful when trying to describe a
ticket concisely. {'elmeH chaw'} or {jeSmeH chaw'} or {bejmeH chaw'}
all work for various kinds of tickets.
