Definitely not. I think you take your job entirely too 
seriously if you believe that you engineer civilization. 
There is a lot to civilization that you don't even scratch. 
You design cities. Likely, you only get to design systems 
within cities that already exist. You review existing 
systems and decide what needs to be maintained and what 
needs to be replaced, and what new systems would enhance 
the living experience within the available resources of the 
city.

Unless you start with a big, empty field, design all the 
buildings, roads, water systems, garbage collection, 
schools, churches and decide what gets taught in all the 
schools and universities, control censorship of all 
communications, provide all entertainment and educational 
media, coddle and influence all artists and politicians, 
control the courts and the jails, etc. you definitely do 
not engineer civilization
