The writing system we use for Klingon is not written Klingon; it's a system
of Roman characters and character groups made up by a human linguist
studying Klingon (and that works both in reality and in our artifical
reality where Klingon is a natural langage). As such, there is no reason not
to use punctuation to make things clearer. Okrand himself uses punctuation
throughout TKW.
