Think about what {-wI'} is doing to the verb {mob}. Since {mob} 
is a verb, that implies that {-wI'} is a verb suffix and not the 
possessive noun suffix for things capable of using language.

Then think that this is grammatically similar to:

Doq'a' HoD mIv?
