"I demand that they need to sleep."  That's not quite right; *you* are the one
who needs them to do something.  Try:

  Qong chaH 'e' vIpoQ.
  I demand (that) they sleep.

  QongchoH chaH 'e' vIpoQ.
  I demand (that) they go to sleep.

If that's a bit strong - though keep in mind you're speaking Klingon! - you
can
always say:

  Qong(choH) chaH vIneH.
  I want them to (go to) sleep.
