Points for thinking, there are still new and exciting things to
discover the language permits, but as has been pointed out, /-be' / is
a verb suffix and /HIja'/ is not a verb.

*/HIja'be'/ doesn't work any better in Klingon than */yesn't/ would in
English.

If you want to bounce suffixes around to see what you can come up
with, try playing with verb suffixes on verbs to make concise
sentences that are hard to express in English, or watching the change
of meaning as you move rovers around.

bejchuqlaHbe'chu'
bejchuqbe'laHchu'
bejchuqlaHchu'be'
bejchuqbe'laHchu'be'
