Almost. To match your English sentence, you probably need to write
<qaStaHvIS DIS law'>, which kind of spoils the fun. To change the English,
you could use "... _after_ many years ...". The "after" would be closer if
the verb was <qaSpu'DI'>, but it works this way too.
Also, based on the placement of the <DISDaq>, the eavesdropping (and not
something else) was done in the cave, so you would have:
"It seems that the Cardassian confesses that he needed to eavesdrop in a
cave after many years."
