{'e'} is only appropriate to refer to the previous sentence as an object of
a verb. While technically you are referring to *a* previous sentence as the
object of {mugh}, {'e'} isn't right there. Say simply {'ach vImugh vIneH}
"But I want to translate it."
At this point I realize you've written *{vImugh vInID}, giving me a change
to show you when you *should* use {'e'}. Follow along in section 6.2.5.
When a verb or a sentence is the object of another verb, and that verb is
not {neH}, then the pronoun {'e'} is written in the object position of the
second verb.
{vImugh 'e' vInID} "I try to translate it."
But:
{vImugh vIneH} "I want to translate it."
And now at *this* point (this is a stream of consciousness KLBC), I realize
that you did it right in your first sentence, with {... 'e' vISov}, so maybe
it was just a typo. But I leave the explanation for others.

You'd want {gho naQmoHwI'} to express "thing that makes a circle whole," but
as I'm sure you realize, no one would every figure out we were talking about
a tire pump without a lot more explanation.
It's a hard one. I'd probably use something like {*bicycle* SIp raDwI'} or
maybe {SIp ghoDwI'}. jIngor 'e' vISov.
