It would mean: "The ability of the universe misfires (a projectile)."
{baH} means fire, specifically referring to firing a missile, rocket or torpedo.
The suffix {-Ha'} indicates some degree of undoing or mucking up.
Are the h's in Baha'u'llah pronounced roughly? If not, {ba''a' 'u' la'}
might me a closer transliteration. "Does the commander of the universe sit?"
Now this is a theological question. :)
