We do have some precedent for this in the telling of time. You do say
<cha'maH cha'vatlh rep> for 2200 hours (10pm). I don't know if that
can qualify for a general pattern of use for the numbers though. I would
understand in your context the word <wejmaH'uy'> as 30,000,000. Before
I had read your summary, I thought you did mean 31,000,000!
