In fact, quotations attached to sentences with verbs of saying are not really 
objects.  They are quotations attached to sentences with verbs of saying.  
Thus, they need not be placed in the object position, and do not "register" 
with the verb prefix.

So there is no exception to the quite reasonable and agreeable deduction 
above!  :)
