qoror here.  I've got an idea.  Is says in TKW, page 31:  "For Klingons,
blood... represents the animating force of life itself, that which controls
basic temperament and character.  It is strength.  It is the commander, making
the decisions and giving the orders.  ...A warrior...must pay attention to, or
listen to, what his blood has to say."  If blood commands, and  gives orders, to
a warrior, then one might say that it is capable of using language.  A
sentimental Klingon, therefore, might say, "'IwwI' vIQoy," instead of "'IwwIj
vIQoy."  
And by the way, I'd like to clear up once and for all the string of messages
entitled "bIH chaH ghap."  It says explicitly in TKD that the criterion for bIH
or chaH is whether it can use language.  It doesn't matter whether it's organic
or not.  Therefore, there's no problem at all in referring to Data, or advanced
computers, as "ghaH" or "chaH."  If it's not so advanced, like my computer, it's
"'oH" or "bIH."
