I was playing a while ago with an EGA screen-font for pIqaD for
distribution with future Linux CD-ROMS (should happen soon); still doesn't
help you.  Info on unicode in *general* is at http://www.unicode.org/.  The
file I mentioned should be at /usr/src/linux/Documentation/unicode.txt, or
wherever your Linux source is kept.  Also, see
http://www.ccil.org/~cowan/csur/ for a related project.  In addition to
putting Klingon in the Private Use area of Unicode (the "BMP"), I know that
there is some work being put forth to putting it into an "official" area of
a higher plane (plane 1) of ISO-10646.
