In *most* cases, you'll be able to use {-nIS} "need."  There are very few 
instances I can think of where you're going to be obligated to do something, 
and where you're not going to "need" to do that thing.

But I suppose it could come up, and then you can use the verb {poQ}.

QuQ vItI' 'e' poQ HoD
The captain requires that I repair the engine.

This still could be done with {-nIS}:

QuQ vItI'nIS
I need to repair the engine.

If the captain requires it of me, then I need to do it.  "Need" doesn't mean 
"need in order to survive," it just means "need."
