I'm not sure if Yoda intended this to be a command.  He may very 
well (and in Yoda's case, I think it likely) meant it as a simple
declarative statement.

"Do or do not.  There is no TRY", meaning
"Achieve the result or do not.  The universe doesn't notice
whether (or how hard) you TRY."

Yoda always seems to offer his statements to Luke, and what 
Luke does with them is up to him.

... There is an absolute truth, but language fails miserably.
