This is explained at the end of TKD 6.2.5, discussing verb of saying:
"The two phrases simply follow one another, in either order."

No punctuation is necessary in order to convey the idea of a direct
quote.  If you really feel the need to use punctuation with {pIqaD},
you can use some other font's characters for periods, brackets, etc.
