Pictographic Origins of "ch"/Heraldry

The glyph for ch almost exactly resembles a heraldic charge called a "maunch"
(sp.) In heraldry, it represents a large, billowing sleeve of a robe. Also
in heraldry, it is highly stylized wherever it occurs and rarely are any two
exactly alike.

The basic outline of this heraldic CHarge is however exactly the same as the
basic outline of the tlhIngan glyph of CH.

Was Shakespeare a Klingon? Were there Klingon heralds in Europe prior to
Shakespeare's time? Why are there sleeves in tlhIngan writing but no sleeves
on their robes?
