"Irregularly Employed" is just a gentle way of saying "Welfare Chicamerist".

I wouldn't have minded the lengthy discussion on asking what time it is
except that no one seemed to have actually had the need to ask it in the
place. When the context properly requires the utterance, then it will be more
obvious how exactly to phrase it. Plus, if it is uttered spontaneously, it is
likely that on-listeners will accept it more readily as a potential
convention and adopt it to their own brainstorage of Everyday Phrases, rather
than focussing on the concession made by the originator that it is indeed not
convention. Why try to devise a conventional phrase if you claim not to have
the authority to establish the convention?

Incidentally, we all do have that authority; it's just that a convention
usually emerges spontaneously, and not by idle, contextless warbling in the
wrong language (viz., English).

I hope my Reival stories haven't gone entirely to waste. Is Nick back on this
list yet? Who's going to be the next to cook up another fresh slice of
Klingon fiction for us listmongers to dig into?
