{DevwI'} means "leader", literally. {Dev} means "[to] lead", and
{-wI'} is the Klingon equivalent of the "-er" in "leader" - a suffix
meaning "one who does". So it just means "one who leads", with no
specific title or office implied. If you are talking about the captain
of a ship, you would probably use {HoD} "captain". If you're talking
about the commander of a mission (one who is in command), you would use
{ra'wI'}. (This is different from the rank of Commander, which in
Klingon is {la'}).
