Yes. The only "comparison" tool we have is the {law'/puS} construction.
It can only compare one noun to another, and can only compare the relative
quantity of a "quality or condition" that the two nouns share. A similar
structure in English would involve the word "more" and use adjectives.

Strictly speaking, you are not comparing verbs at all, nor are you
comparing sentences. You are making two statements and joining them
with the conjunction "and" to indicate that both are true. In this
case, you're stating that one procedure is preferable and another is
not. It isn't really a comparison. In order to truly compare verbs,
you must use adverbs, but Klingon doesn't have a way to do it simply.
We have to rephrase the idea and lose the direct comparison.
