Use the locative suffix.  {qep'a' loSDIchDaq jIjaH}

Oohh, you can't do that.  "How much time is there" is very English.  *Maybe* 
you could say {ratlh poH 'ar} "How much time remains."  That may also be too 
idiomatic.  You could definitely say

When is qep'a' loSDIch?  (Literally, "When does qep'a' loSDIch occur?")

"July" qaS qep'a' loSDIch.  qaStaHvIS Soch jar bIloSnIS.  reH tuvrup tlhIngan
