You cannot use a verb as an adverbial. You also need an imperative verb
prefix on the verb {baH}.
Let's see . . . "fire at will" means "fire whenever you want to." The most
accurate (and very long) way to say this would be {bIbaHrupDI', yIbaH} "Fire
when you are ready to fire!"
Of course, I can't imagine a Klingon captain shouting this to his gunner.
It's too long. I've written a story where this very same situation comes into
play. I was writing it directly in Klingon, so never thought that it might be
considered "Fire at will," but the line I used was {baHtaH!} which is clipped.
Fully, it would be {yIbaHtaH!} "Fire continuously!" or "Keep firing!" It's
of a different shade, but it works very well. Is this what you were looking
for?
