That's another way to look at it, and a very good way to decide if you would
use a "speech-capable" pronoun/suffix or not--whether or not you ask "who"
or "what". Asking "what" would imply that you would not use the
speech-capable version.
I am not sure I would trust that way of thinking 100%, though, until we had
a bit more proof one way or the other.
