Is this defined somewhere?  

A veng'a' is a "great city."  A city
that's more city-like than most.  "Metropolis" might be a good translation
for it

This seems quite good.  The concept of changing it to something else is the 
way I understood it as well.  juH'a' = mansion  juHHom = cottage  juH tIn = 
big house  juH mach = small house.

In the same manner I have always thought of veng as "city" and vengHom would 
be "town/village" and veng'a' would be Metropolis.  I don't think that calling 
a town/village a city would be wrong.  I agree with the statement that the 
"concept" of veng / vengHom could be arbritary though as it could be in 
English.  I recall Mayberry being called both a town and city.
