Might I suggest 8 kHz instead of 11 kHz?  Many UNIX workstations have only
8kHz quality capability, and the standard email format (MIME Content-Type: 
audio/basic) is 8-kHz, mu-law encoded 8-bit mono samples - this is truly the
least common denomenator for computer audio.  There are convertor programs to
take WAV files and turn them into something that non-Windows machines can
handle, but taking an 11kHz sample and turning it into an 8kHz sample is going
to result in poorer quality than you would get by using 8kHz samples to begin
with . . .

Just a thought.
