A quick scan of my notes finds these examples of the Rover {-be'} on qualities:

  wa'maH yIHmey lI'be'
  ten useless tribbles. PK

  tera'ngan motlhbe' SoH
You are an unusual Terran. PK

  'utbe' bel
  Pleasure is nonessential. TKW

  leghlaHchu'be'chugh mIn lo'laHbe' taj jej
A sharp knife is nothing without a sharp eye. TKW

  nI'be' yInmaj 'ach wovqu'
Our lives burn short and bright. (Anthem)

QuchlIj vIl law'be' QuchwIj vIl puSbe'
your forehead isn't ridgier than my forehead (HQ 13.1:10)

Hmm... I would have expected more. Don't forget the paired qualities listed in the glossaries:

jub be immortal
jubbe' be mortal

le' be special, be exceptional
le'be' be unexceptional, be nonspecific, be general

lI' be useful
lI'be' be useless

lo'laH be valuable
lo'laHbe' be worthless

motlh be usual, be normal, be standard
motlhbe' be unusual

rur resemble
rurbe' be different
