Based on the one example we have, I would think not. Use the verb {chaw'} "allow, permit". E.g.

  lengtaH 'e' yIchaw'
Let them continue on their way. (ENT "The Augments")

So:

  pa' lu'el tlhobwI'mey 'e' vIchaw'.
I permitted/allowed the petitioners to enter the room.

Note that {'elmeH chaw'} is a ticket, lit. an "entry permit" (using the homophonous noun {chaw'} "permit". FYI other known permits are {HIjmeH chaw'} "stamp" (i.e. postal), {Huch chaw'} "credit card", {leng chaw'} "passport" and {yer ghajwI' chaw'} "title deed".

Another option might be using *{naw'moH} "cause to access", *{'elmoH} cause to enter", etc.
