Located on the {tep choQ} (cargo deck) between the wing mechanism of a Bird of Prey, it looks like the folded extension arm of a back hoe; the 24th century functional equivalent of a forklift.
FWIW startrek.com's Star Trek: Continuum, Klingon Compendium area ("Klingon Linguistic Studies") defined it as a "Space ship primarily used to transfer goods from one location to another". How this would differ from a {tongDuj} is unclear, unless it's a type of lighter - on Earth a large usually flat-bottomed barge used especially in unloading or loading ships - to ferry cargo from a larger ship in orbit to a planet's surface.
On the Enterprise-D shuttle deck there was a waist-high (pivoting?) tractor beam emitter used for moving shuttlecraft around, especially when powered down. No doubt a similar device could be used for moving large, heavy cargo containers around.
