From what I understand, this word was in the original TKD from 1985. Since this was pre-TNG and pre-ST6 (pre-ST4, even), I'm pretty sure Khitomer had never been mentioned (first mention was in TNG: "The Neutral Zone" from 1988, I believe). So, probably not a pun to do with that.

TKW 80:  Within the Klingon Empire, there are no written treaties ... This has caused conflicts from time to time in dealing with the Federation, which prefers documentation.

KGT 121f.:  The idiom {bIQ'a'Daq 'oHtaH 'etlh'e'} ("The sword is in the ocean") is used to mean that something has ended, that it is impossible to return to a prior condition, just as Kahless and Morath never spoke to each other again. The expression might be used, for example, in reference to a treaty that was just signed, suggesting that a former state of antagonism has ended forever.
