From what I understand, this word was in the original TKD from 1985. Since this was pre-TNG and pre-ST6 (pre-ST4, even), I'm pretty sure Khitomer had never been mentioned (first mention was in TNG: "The Neutral Zone" from 1988, I believe). So, probably not a pun to do with that.

The expression might be used, for example, in reference to a treaty that was just signed, suggesting that a former state of antagonism has ended forever.
