Not to toot my own horn, but {boQwI'} has many of the suggested
features already.

stand out are:-

have the equivalent of a Rough Guide to tlhIngan Hol to hand on
mobiles, with pronunciation, particularly for newbies at qep'a'mey)
{boQwI'} now has a section called "Beginner's Conversation" for
something like this.
> - Currently, you have the email server. Suppose you also set up a
discussion forum a la Shadownessence, xkcd et al, for KLI members
and non-members alike?
In the latest version (which I just pushed today), it is also
integrated with the {tlhIngan Hol jatlhwI'pu'} community on Google+.
Facebook integration is also in the plans:

time someone comes along and hears a word not in TKD. Never feel
left out in the dark again!
And it's complete to the best of my knowledge for all canon words.
> - Signing up for KLI membership. You can purchase membership
online now. Click of a button. Secure servers. Encrypted
transactions - ghe'tor, you could even look into microfinancing and
paying the monthly membership fee from out of the credits you pay
into your mobile phone.
Well, it has nothing to do with KLI. But it's an Android app so it's
not too difficult to hook in Google Wallet support, if there's ever
any reason to add some sort of payment system.
> - The Sounds of Klingon. How about letting the Klingonists submit
Klingon words pronounced in their own voice, for the KLI to sample
and put up on their website? Guest speakers welcome to contribute -
whom could you rope in to speak a few words of tlhIngan Hol for the site?
That's already a requested feature for {boQwI'}:

If anyone wants to volunteer their voices, we could probably put
something together.
> I know this all sounds ambitious, but if you could do this, and
get some solid graphics for the pages of the site to make it look
more punchy, more of a warrior's site, you could make this work.
I made it public shortly after Saarbrucken qepHom'a' 2011, after which
time I started getting feature requests. It's open sourced so you can
browse the source code, make suggestions, or request features (or even
add your own):

And now you can also run it on Windows or Mac using BlueStacks, if you
don't have an Android phone or tablet:
