My first thought was of the English words bailey and bailiff, but none of those are really bank-related.
It wasn't until you said it was obvious that I started thinking of TARP.

Hm... no that I'm looking at it, I'm not sure you would see the pun, or
if it is intended by MO. I don't know if there is an english word like
that, because when I saw it, I immediately thought of the dutch word
"balie", which is a counter/desk in a bank.

But if this not the case in english, I doubt it is intended to be a pun.
It would have been so nice... :-(
