Both have been used both ways. I'm sure Voragh will provide all the 
relevant examples, but examples for {mev} include:

    bIjatlh 'e' yImev
    Shut up!

    not mev peghmey
    Secrets never cease.

I don't remember the examples for {tagh} offhand.
