{'avwI'} may be the Klingon equivalent for police officer.  Compare Irish 
*garda* "guardian, police officer".  Cf. also {yaS} "officer" and *{qopwI'} 
"one who arrests".  (That's right, {qop} means "arrest"!)  In smuggler's 
slang,  {ghew} - literally "bug, insect" - means "border official" in ST6 
(i.e. "the fuzz").
