{per yuD} "code name"

   The noun {tuH} refers to a military maneuver of any kind. A specific
   plan or stratagem usually has a code name ({per yuD} [literally,
   "dishonest label"]) coined especially for the occasion and not neces-
   sarily used again. A {per yuD} is sometimes the name of an animal,
   sometimes the name of a Klingon historical figure, and it usually
   ends in {Qu'} ("mission, task"). Code names are the equivalent of
   Federation locutions such as "Operation Cougar" and are therefore
   often translated in that pattern: {targh Qu'} (Operation Targ),
   {lung Qu'} (Operation Dragon [...]), {'aqtu' Qu'} (Operation Aktuh).

It's some sort of glitch.  It should be a reference to the homophonous verb 
{per} "label, ascertain, specify, pin down":

   Though the verb {per} "label" is usually used in the sense of
   "attach or assign a name to", it can also be used for such notions
   as "ascertain, specify, pin down". This is not considered slang or
   idiomatic. (st.klingon 2/99)
