{ghobe'} is an answer to a question, not just an expression "No!"
For that I suggest either saying {Qo'}, or negating the verb: {Do'Ha'be'}

That's what you do in english too, but you don't say it:
- It's unfortunate
- No! (it's not unfortunate)
