It's the name of a city on Kronos, as described in the book _Klingon for 
the Galactic Traveller_ (KGT):

   Regions are sometimes identified by the name of the most prominent
   city within the region. Thus... {voSpegh Sep} ("Vospeg region",
   southwest of the First City--to use directional terms familiar to
   speakers of Federation Standard) is named after the city of Vospeg.
