That means "Gina could most definitely speak Klingon when I met her."

You were closer before.  Look at TKD 4.3 to see how the meaning of a verb 
varies as you move a rover, and consider what the opposite of each type-6 
verb suffix would be. I'm looking for "Gina was perfectly unable to speak 
Klingon, when I met her."
