Generally speaking, no. While some of the entries to be found in the ECP
are clearly <ta'Hol> (there are several instances where Okrand helped an
author out, c.f. <norgh> in A.C. Crispin's novel SAREK) the vast
majority were conjured from the minds of the individual authors in
question.

So, by and large, approach the ECP without any expectations of finding
<ta' Hol> (or even Paramount-Hol, for that matter). You'll definitely be
safer.
