I don't see that either of these uses of {jeS} has a "relational suffix".
The first one is just an imperative "Participate completely!"  The second
is simply "...before everyone can participate."  Neither of these has any
object or location; the second one might have an implied time context of
"Earth century twenty-four" because that's the context of the main verb.

The defective word order in the first sentence casts at least some doubt
in my mind that this is from Okrand, though the significant recasting for
the name of the attraction does sound a lot like how he'd have done it.
