That's how I've always understood it, as referring in some way to Kahless'
legacy - {qeylIS paQDI'norgh} "the teachings of Kahless" - but Okrand never
used or discussed the word AFAIK.
FWIW Glen Proechel used {paQDI'norgh} in the sense Surak wants several
years ago in his Klingon textbook, "An Alien Language Primer".

We really don't have a good word for "lesson" or a "course of study". A
textbook though would probably be *{ghojmeH paq}, on the model of {DevmeH
paq} "guide(book)", as used in the subtitle to TKW: {SuvwI' DevmeH paq} "A
Warrior's Guide".
