Yup, {qep'a'} "conference, congress", etc. from {qep} "meeting" (n.). FYI:
The Klingon Language Institute is holding its {qep'a' vaghDIch} of
Klingonists next month in Philadelphia. As the name implies, this is the
fifth annual occurence. You will see many posts about the KLI's {qep'a'}
here on the mailing list as the date approaches. Afterwards, some attendees
share their experiences here on the list for the benefit of the rest of us
after they return home. BTW, Marc Okrand has used the word himself, so it's
kosher. In fact, he sometimes shows up for the festivities himself as (I
believe) he lives and works nearby in Washington, DC.
We also use the term *{qepHom} a "mini-meeting", to refer to those smaller
regional KLI-sponsored gatherings where a few Klingonists meet informally to
speak Klingon at each other.
