I can think of three sources, weakly matching that description.
1. Chapter 5 "Other kinds of words" in The Klingon Dictionary has a
short section listing common Klingon names and their English
transcriptions.
2. Jarno Peschier maintained (still maintains?) a website listing all
the Klingon names used in shows, used in the Klingon Bible Restoration
Project, and used by members on this list. He used to post it from
time to time, search the archives
/tlhIngan-Hol/search.html in 1996-1997.
3. There is a registry of Klingon names, chosen by humans, on the web.
The URL is listed in the FAQ,

There is a project in 'progress' (I don't believe anything has
happened with in in years) called the Extended Klingon Corpus Project,
tracking all canon Klingon culture references. You could
theoretically become involved in EKCP by contacting the KLI director,
Lawrence Schoen, at [email protected].
