I'm not sure whether you are concerned about the difference between
being generally glad or happy and being glad or happy to see someone,
or the difference between the meanings of the words "glad" and
"happy." So I'll address both, starting with "happy" vs. "happy to"
You recast "He was glad to see me" as "He saw me and he was happy"
and correctly pointed out that the recasting wasn't quite accurate.
Recast instead as "He was happy because he saw me" {muleghmo' Quch}
or "He became happy as soon as he saw me" {muleghDI' QuchchoH}. To
translate to Klingon you have to first figure out exactly what the
English means.
If it's the glad/happy distinction you are wondering about:
be glad - be happy about some specific circumstance
be happy - be experiencing joy and pleasure

There doesn't appear to be a difference in English in the meanings of
"happy to see me" and "glad to see me." If for you "glad to see
you" is a ritualistic statement that has nothing to do with pleasure,
merely expresses respect or friendship then ...

Yes. If you don't really mean to express your state of pleasure,
then {-neS} is more appropriate. {-neS} is usually translated with
the word honour, because that is the what is important to Klingons
(after all: {'utbe' bel}). But "happiness" is more important for
Humans (one of their major nations listed "Pursuit of happiness" as
one of the top three fundamental rights: I bet Klingons think that's
a real howler), so "I am glad to" in some places may be a better
cultural translation than "am honoured to."
