It's the same rule as the one about Sentence As Object. This
seems to be the only thing quotations and SAS constructions have
in common. It frustrated the hell out of me when I made this
discovery and I tried to argue my way out of it, but Okrand is
quite plain about it, if I remember correctly. Pardon me, but my
butt hurts too much to find my TKD. Look in the section on SAS.
It's there. Trust me. I wish it wasn't.
