This is possible, but a better way to do this particular fraction is
SochmaH vagh vatlhvI'

1.5 would be either

One point five
or
wa'vatlh vaghmaH vatlhvI'
One hundred fifty percent.
To indicate a distance in kellicams, just add it to the end.
