Is the Klingon as well?

Does it always mean
{qach wIHe'So'be'moH}

or can it also mean
{qach wIHe'So'moHbe'}

in other words, do you consider {maHmo' He'So'be' qach} to be
{He'So'be' qach} --> {maHmo' ..} or could it be 
{maHmo' He'So' qach} --> {.. -be' ..} (where the -be' really
negates the (maH)mo')?
