It means both. "Be few, be several, be a handful."

We're not. Not by a long shot. Its usage in the SkyBox card is highly
questionable at best.

Huh? That's not what's happening. {Hoch} and {lath} (which this usage is
based on) act like numbers, specifying quantity. Not adjectivally acting
verbs. (And remember, numbers can act like nouns. Interesting.)
