We actually have an antonym verb luj "fail, lose (a competition)"
discussed by Okrand in HolQeD 2.2, which produces lujwI' "loser". If
anything, *Qapbe'wI' is something like a "non-winner." Qap and luj are
explicitly contrasted in The Klingon Way (p. 56):
bIlujlaHbe'chugh bIQaplaHbe'
If you cannot lose, you cannot win.
(or: If you cannot fail, you cannot succeed.)
